Delegation headed by Minister of Oil and Gas visited Aksai Industrial Park

Minister of Oil and Gas Uzakbai Karabalin has arrived in West-Kazakhstan Oblast on February 19, 2014. The minister visited the Karachaganak Field, Aksai Industrial Park. Furthermore the Minister held a meeting with subsoil users in Uralsk. Investments made in development of Karachaganak Field were fully covered. Next year we should adopt a new profit sharing system, according to which 80% of income will be targeted to Kazakhstani side.

It was stated by Minister during the meeting with subsoil users in Uralsk. Moreover, a number of measures are envisaged with a view to increase local content. This is one of the most problematic questions in nowadays. Only few of local producers and suppliers are participating in Karachaganak project. The investor has too stringent requirements. The Minister has assured that The Government is taking measures aimed at addressing those challenges. A new tender system is being formed. Capabilities of local producers will be considered during the design phase. Agreements shall specify the percentage of services provided.

The purpose of my visit to West Kazakhstan Oblast: firstly, to visit one of the major projects in the oil and gas industry – Karachaganak. Clearly there is a necessity to discuss the situation on the ground, to see what problems we have. I’m convinced that currently the works in the field carried out in line with plans. Within the framework of implementing the instruction of the President, the clusters on production of new equipment for provision of services must be formed around of such major fields. That was the objective of creation of Aksai Industrial Park, but it stalls and its performance leaves a lot to be desired. Having visited Aksai Industrial Park and Karachaganak field I tried to probe deep into the matter and highlight the ways to address existing problems. This is a very good and promising initiative, that are available in West Kazakhstan, and we will keep this project as an example for other regions, - said Mr. Karabalin.
